Recommended approach and decision gates
Start with a controlled sample of 100 installation records and a small group of installers, maintenance teams, inspectors and building managers. Verify record rights, source, duplicates and device identity before extending coverage. VNEA may coordinate the industry process, while official identifier and inspection authority must be confirmed separately.
VNEA operated
VNEA assigns data staff, approval rules and a budget owner. Indicative plan: 3–4 weeks to define requirements, 12–18 weeks to build, 4–6 weeks to validate locally. Commercial option: build fee plus annual operation and service level fee.
Joint operation
VNEA verifies and approves; participating companies enter and update records. Indicative plan: 3–4 + 10–16 + 4–6 weeks. Commercial option: pilot build fee plus company or active-device subscription and minimum operating fee.
Company pilot
If an association registry cannot be maintained, start with consenting companies and buildings. Indicative plan: 2–3 + 8–12 + 3–4 weeks. Commercial option: company, technician or device subscription. Scope stays limited to participating records.
Timing is an estimate, not a commitment. A price, payer, invoicing currency, data rights and software license will be proposed after the workshop and sample-data review.

VNEA chỉ định nhân sự dữ liệu, quy tắc phê duyệt và bên chịu ngân sách. Ước tính: 3–4 tuần xác định yêu cầu, 12–18 tuần phát triển, 4–6 tuần kiểm chứng tại Việt Nam. Phương án phí: phí xây dựng và phí vận hành, cam kết dịch vụ hằng năm.

VNEA xác minh/phê duyệt; doanh nghiệp tham gia nhập và cập nhật. Ước tính: 3–4 + 10–16 + 4–6 tuần. Phương án phí: phí thí điểm, thuê bao theo doanh nghiệp hoặc thiết bị hoạt động, và phí vận hành tối thiểu.
Thí điểm theo doanh nghiệp
Nếu chưa duy trì được cơ sở dữ liệu của hiệp hội, bắt đầu với doanh nghiệp và tòa nhà có quyền đồng ý. Ước tính: 2–3 + 8–12 + 3–4 tuần. Phương án phí: thuê bao theo doanh nghiệp, kỹ thuật viên hoặc thiết bị. Phạm vi chỉ gồm hồ sơ tham gia.
Thời gian là ước tính, chưa phải cam kết. Giá, bên thanh toán, đồng tiền hóa đơn, quyền dữ liệu và giấy phép phần mềm sẽ được đề xuất sau buổi làm việc và kiểm tra dữ liệu mẫu.
